Cibolo Planning & Zoning Recap – March 2026: What Homeowners & Buyers Need to Know
As a member of the City of Cibolo Planning & Zoning Commission, I have a front-row seat to the decisions that shape our neighborhoods, property values, and quality of life. Each month, I break down what happened at our P&Z meetings and explain what it means for homeowners, buyers, and investors in the Cibolo area.

New Commissioners Sworn In
The meeting opened with an oath of office for newly appointed commissioners. Mayor Latimer addressed the board, emphasizing the importance of collaboration on upcoming development agreements and encouraging commissioners to participate in community events like Cibolo's tree planting ceremony.
Public Hearing: Future Land Use Map Change - Lower Seguin Road (11 Acres)
A public hearing was held on a request to change the Future Land Use Map (FLUM) for an approximately 11-acre property at 5590 Lower Seguin Road, shifting the designation from Estate Residential to Rural Residential/Agricultural. The property is currently zoned SF-2 (low-density single-family) and is undeveloped. Staff presented the approval criteria from the Unified Development Code (UDC), and commissioners discussed how this change could affect surrounding properties and future zoning flexibility.
What this means for you: Land use map amendments signal the long-term direction of development. If you own property along the Lower Seguin Road corridor, this shift toward rural/agricultural use could influence your property's future value and what gets built around you.
Cibolo Farms Unit 4 - Final Plat Approved
The commission approved the final plat for Cibolo Farms Unit 4, a new residential section with infrastructure by GBEC. The preliminary plat was approved by City Council in November 2025, and both utility providers recommended approval. New homes are coming to this area soon.
What this means for buyers: Cibolo Farms continues expanding with new inventory. If you are house-hunting in Cibolo, watch this neighborhood. New construction often comes with builder incentives that can save you thousands.
Staff Updates & Commissioner Training
City planning staff provided updates on UDC revisions, the Capital Improvement Plan, and master plan progress. Commissioners also received training on their review responsibilities.
